Import Seed

The frozen seed → the store. Dry run unless the body says "dry_run": false. Idempotent: a slug already in the store is exists (same revision) or conflict (other content) and is never overwritten. Imported posts are recorded as live (they are live today) with a synthetic syndication go for every channel their block lists (today's PR approval), then blog.store.initialized once.
