Edit a fiber setting

Replaces the value (a list of facility-process keys; [] empties it) of the platform-wide fiber setting named by key in the body — there is no /settings/:key. Other body keys are refused, as in legacy. Responds with the stored setting, value parsed, in the { data, metadata } envelope (legacy answered the bare record). 404 not_found for an unknown key.
