Create a fiber production process

Creates a global production-process template owned by the caller's company from name, productCategoryId, facilityProcessId and facilityWastageFactorPercentage (all required; 0 to 99.99 — legacy answered 500 above the column's 99.99) and an optional featuredImageFileId. The wastage band is copied from the production factor of the category and facility process, falling back to the category's parent: no factor answers 400 missing_production_factor, a factor without both bounds 400 missing_wastage_factor_range, and a wastage below the minimum 409 invalid_wastage_factor; the maximum is not checked, as in legacy. An unknown featuredImageFileId stores no image; a found one is moved to the public bucket. Responds 201 with the process in the { data, metadata } envelope (legacy answered the bare record, with the full category as productCategoryType).
