List the fiber settings

Every platform-wide fiber setting, ordered by key, with value (a list of facility-process keys) parsed; a stored value that is not a JSON array answers null. Takes no parameters and is not paginated — the rows are a handful of seeded rules. Responds in the { data, metadata } envelope (legacy answered a bare array in no set order).
