Create a certificate on any company (admin)

Files a certificate on the company in the body, already APPROVED. A document number already held by a not-expired, non-archived claim of the same company and standard answers 409 already_draft_or_active_certificate_document_number; a null or unknown fileId answers 404 invalid_file_id. data is the created certificate, as GET /api/admin/claims/:id answers it.
