Mark a certificate not verifiable (admin)

Marks a certificate NOT_VERIFIABLE and archives what it leaves out of date, exactly as an approval would, among its own company's certificates for the same standard. A document number another live certificate of the company holds answers 409 already_draft_or_active_certificate_document_number; a missing or removed certificate answers 404 claim_not_found. data is the certificate, as GET /api/admin/claims/:id answers it.
