Take any company's certificates out of the archive (admin)

Unarchives the certificates named in ids, whatever company they belong to. Each unarchived APPROVED certificate's company is told of the approval again. Ids that name no certificate are skipped. data.unarchivedClaimIds lists the ones unarchived.
