Reject a certificate (admin)

Rejects a certificate of any company: it goes back to DRAFT for the company to correct and resubmit, and the company is notified. A missing or removed certificate answers 404 claim_not_found. data is the rejected certificate, as GET /api/admin/claims/:id answers it.
