Approve a certificate (admin)

Approves a certificate and archives what it leaves out of date, among its own company's certificates for the same standard: an expired certificate already superseded is approved straight into the archive; otherwise the company's expired active ones are archived. A document number another live certificate of the company holds answers 409 already_draft_or_active_certificate_document_number; a missing or removed certificate answers 404 claim_not_found. data is the approved certificate, as GET /api/admin/claims/:id answers it.
