Restore any company's removed certificates (admin)

Brings back the removed certificates named in ids, whatever company they belong to, into the list they were removed from. Each restored APPROVED certificate's company is told of the approval again. Ids that name no certificate are skipped. data.restoredClaimIds lists the ones restored.
