Reanalyze runs

Re-run the analysis of one failed Research run of a one-time study whose interviews were analyzed but whose insights were never published. A new run reads the failed run's saved interviews and their extracts and writes the study's insights again; it asks no interview again and adds no interview charge. Pass the failed run's id (or a failed re-run's). A run still running, one whose analysis did not fail, a recurring study's run, a study with a computer task, and a run that saved no analyzed interview are refused 409 PRECONDITION_FAILED with details.reason; a run already being re-run is refused with the re-run's id. Returns the new run; follow it with platform_runs_get_v2 and read its results with research_results_get_v7.
