Update backtest outcomes

Record what really happened after the decision a Research backtest re-asks: what was measured, its change as a fraction (-0.3 is a 30% drop), and an optional note; or pass outcome null to clear it. Replaces the recorded outcome; no twin reads it. id is the campaign's id.
