Propose Goal

Propose a target. Nobody is held to it yet.

⛔IT IS DELIBERATELY IMPOSSIBLE TO CREATE AN AGREED GOAL IN ONE STEP. Agreeing is a separate act by a separate person; collapsing the two would let whoever proposes a target also sign it off, which is the whole thing the rule exists to prevent.
