Amend Goal

Change a goal, snapshotting what it said first.

Frederick, 2026-09-09: "I need to be able to update and change goals. The goals can't be set forever." Until this route existed the goal surface was propose / agree / withdraw and nothing else -- no way to move a target, a deadline, or a word.

A change to the SUBSTANCE takes the agreement back (goals. SUBSTANTIVE_FIELDS); re-wording the narrative does not. The response says which happened, because "your edit landed" and "your edit landed and this goal now needs signing off again" are different things to be told.
