Extract Goals
The considered version of what Frederick said (Mandate.dc.html's showPlayback state): every distinct goal statement the transcript holds, each with the exact words it came from. Nothing here is in force -- that is a separate act, POST /goals/confirm, one item at a time.
Gated the same as every other goal write: this is where the goals come from, not a read of them.
