Retire Goal
This is no longer one of the company's goals.
Soft and reversible. goals.retire's own docstring says why a delete would be wrong: every drift verdict and decision recorded while it stood must keep resolving against it. It refuses the company root, and refuses a goal something still hangs off, naming the children rather than stranding them.
