Get Next Facility

Which facility Rooster says to ship next, who is after it and who is waiting (issue #4503 slice 7, FLR-109 item 5; the screen is Boxing Facility Step.dc.html).

Frederick, 2026-10-12: "I think let's try it with rooster's pick for now." While the setting print_rooster_feed is on, the Facility step shows this and nothing else to choose from. With it off (the default, and a missing row) this answers {"enabled": false} without reading anything and the step keeps today's picker. READ ONLY: it opens no box; POST /wizard/open-box is the one writer and the one-open-box-per-person rule (OneOpenBoxExists) is unchanged.
