List Packaging Barcodes

Every barcode bound to a packaging stock item -- what the wizard's parcel-step scan classifier checks BEFORE its own ">10 alphanumeric characters is a tracking number" rule (ScanToShipWizardPage.tsx classifyScan). Without this, a 12-digit box barcode scanned on the parcel step reads as a tracking number and jumps straight to Review -- the bug this endpoint exists to close.
