Bind Box Barcode At The Station

"This box's barcode isn't in Roost yet. Which box is it?" -- the packer's answer binds the barcode for good and scans the box again (2026-09-24; see service.bind_box_barcode_at_the_station). Gated on the packing station's own grant, not Inventory's: any packer can do it, and the department head is shown every binding.
