Get Never Shipped

The reprint list: transcribed parcels with no evidence they ever left the building, past settings.never_shipped_after_hours (94 h to start). FLOOR-GPS-SCHEDULER-001, #2981.

Frederick, 2026-10-03: "Rooster sees something that was transcribed, but it never was shipped out the building. That's true work that we have to identify and have reprinted somehow ... we'll probably end up just reprinting that once the Centrix cutover is done." A manager's read, the same grants as the SLA page (a promise missed is a promise missed). The reprint itself is not here: it is a repair, run by the manager at the cutover (tools/repairs/reprint_the_parcels_that_never_shipped.py).

summary is the count, the oldest age and the open parcels by intake week; rows are the parcels oldest first. Rooster reads the same list (manager_tools.read_never_shipped) and files the parcels_transcribed_never_shipped finding from it.
