List Packaging

The one packaging catalogue -- what the wizard's box-size picker reads instead of its own hard-coded const (migration 0553; ScanToShipWizardPage used to carry a second copy of print/postage_service.FLAT_RATE_BOXES).

bookable is on every row so the wizard can tell "we stock it" from "we can buy postage for it" without duplicating that judgement client-side -- envelope comes back with bookable: false and no sera_packaging_type.
