Get Contractor Numbers

The same numbers, addressable by id -- for William's Contractors page to read one row, or a contractor's own phone to read itself by id. Never another contractor's: allowed only with hr:contractors:read, or when the caller's OWN contractors row is the one asked for. README §6 do- not: "Let a contractor see another contractor's numbers" -- proved by test_routes.py's 403 on a second contractor's id.
