Move Block

Move the block a person holds to a new day and hours, and tell them.

The manager action the product lacked until 2026-10-08 (Frederick, relaying William: put Elizabeth on the morning block and cancel the late one). The whole rule, and what it deliberately does not do, is in app.modules.floor_blocks.move; this route only parses the time and maps the typed refusals (404 no such block, 409 the block is not accepted or has started or the person already holds that time, 422 a time a block cannot have).

GATED hr:contractors:write: the grant that already lets a manager hire, certify, pause and end an engagement for a floor contractor, so no grant was invented. A caller without it gets the platform's 403 before anything is read.
