Request Pick

Ask for a window while the request window is open. Asking again sets the rank. When somebody asks never decides who gets it.

Frederick, 2026-10-09: the person picks a time window, the server picks the block, and a request that overlaps one the person already made is refused in plain words with nothing written (409).
