Update Project Personalized Tags Endpoint

Updates the personalized tags for a specific project. Deletes existing tags for the project and adds new ones.

Request Body: projectId (int): The ID of the project (required) personalizedTags (dict): Dictionary with tags as keys and descriptions as values (required)

Returns: JSON response with: - message: Success message - project: Updated project details including the new personalized tags

Errors: - 400 if projectId is missing or duplicate tags found - 404 if project is not found - 500 if database access fails
