Regenerate Thumbnails Endpoint

Maintenance: regenerate (overwrite) correctly-oriented thumbnails at the canonical key thumbnails/{project_id}/{image_id}. Fixes STALE/rotated thumbnail objects that were written by an older pipeline before EXIF orientation was baked in. Reuses the same load_downscaled_rgb path as /generateThumbnail (orientation baked into pixels).

Body: {"projectId": <id>} to regenerate every non-deleted image in a project, or {"imageIds": [...]} for a specific set. Runs in the background; returns 202-style {"success": true, "queued": N}. Idempotent — safe to re-run.
