Get Effective Permissions Endpoint

Returns effective task-based permissions for a user within a project.

For normal users:

  • Start from role defaults for (project, role)
  • Apply per-user overrides if present

Notes: - If user_id/role are omitted, they default to the authenticated user. - Non-super-admins can only request their own permissions.
