Get Effective Org Permissions Endpoint

Org-wide effective permissions for a user — NO project needed.

Permissions are per-organization-user now, so the app fetches this ONCE per session (on login / reload) instead of once per project. Resolution: role default → live-linked role preset → per-user org overrides, unioned across the user's organizations. See get_effective_org_permissions_for_user.

  • userId/role default to the authenticated user.
  • Non-super-admins can only request their own permissions.
