Get Org Potential Duplicates Endpoint

Org-wide name-duplicate suggestions. Mirrors /getPotentialDuplicates but scoped by organization (all org persons). Crop URLs use each person's origin project_id.

When countOnly is set, the (still-required) name-similarity pass runs but per-person S3 presigned crop URLs are skipped and only {success, count} is returned — cheap enough for a background badge fetch on the faces page.
