Org-global persons list (the faces model is org-wide). projectIds[] is the set of projects the caller can access (used for auth + org resolution + the default membership scope). filterProjectIds[] optionally narrows to persons appearing in a chosen subset (the per-project / project-picker view). Each person includes member_project_ids (the projects they appear in) and image_count.

Paged for fast first paint: limit/offset return a stable window ordered by newest activity (last_uploaded DESC). The client fetches pages and appends until a short page.
