Commit Bulk Face Upload Endpoint

Commit the reviewed bulk upload. Body: { projectId, category, actions: [ { faceImageId, name, action, personId? } ] } where action is "update" | "new" | "skip". Runs them with limited concurrency, then updates folders and, if scanExistingFaces is set, schedules a face-match scan for the persons this commit touched (one SearchFaces each).
