Author a skill from an uploaded ZIP package

Upload a .zip containing a manifest.yaml (+ optional SKILL.md). The archive is read safely in memory (no extraction, hard size/bomb/traversal caps); the manifest is validated + compiled like the manual path. Send the raw .zip as the request body. An owner or admin author's version activates immediately; a version authored without that authority needs an owner or admin's approval. Tenant-authored delivery remains draft-only.
