Author a skill from a manifest (manual editor)

Create or update a tenant skill from a manifest object. An owner or admin author's version activates immediately and can be installed. A version authored without that authority stays PROPOSED until an owner or admin approves it. Immutable per version: a changed body needs a new version number. Draft-only delivery means a tenant skill can never post to a channel on its own.
