Get one authored skill + its versions + editable manifest

One authored skill scoped to the caller's tenant (foreign/global id → 404). in_use says the skill is enabled somewhere in the workspace; installation carries the install itself only when this caller may see it, so a teammate's personal install reads as in use with no install to open.
