List this workspace's authored skills

The tenant's OWN authored skills (never git-catalog or another tenant's). in_use says a skill is enabled somewhere in the workspace, whoever holds it, so the page can offer Enable only where it would actually succeed. authored_by_caller says the caller wrote at least one version — the My skills tab's question, never an authority one (see can_manage).
