SF-6 slice-2: recent USPTO patent APPLICATIONS for a ticker.

FREE public USPTO Open Data Portal data — no tier gate (sf_monetization_v3: no paywall on free-source government data). Application-centric: the ODP feed returns APPLICATIONS, not grants; patent_number on a row is the granted PARENT for continuations, never "this application was granted" (the slice-2 honest-labeling invariant — same posture as the FMP-index-403 honesty fix).

Error/empty path returns applications: [] (never a missing key) so frontend list-iteration can't NPE — the /api/insiders 2026-04-26 class.
