Api Health Deep Public

Deep health probe, MONITOR-facing body: {status, checks: {name: ok|degraded|error}, release}. Runs the full probe (so every check and every escalation log line still happens) and returns only the projection. The per-check detail is admin-only.

Do NOT point Render's healthcheck at this -- it bypasses the 60s cache and can hammer PG (that is what /api/health is for).
