FDIC-insured institution explorer (FDIC BankFind, public). Blank q = the largest-by-asset browse index (paged via limit/offset, total = active count); a non-blank q = name-prefix search (largest match first). Never raises into the SPA: the exception path returns items:[] so the segment's list-iteration can't NPE.
