Api Industry Telecom Kpis

The telecom cross-carrier operating-KPI peer table (SF-KPI Phase 2). Returns 404 while the flag is dark or no comparable rows exist, so the FE view self-hides. FREE / ungated (public SEC data, OWNER decision 2); anon (no valid session) gets the teaser subset. The comparison table (NO rank) + the anti-pooling honesty (per-column canonical basis: subs cuts = postpaid PHONE, service revenue = service scope, ARPA = per account) live in ssr_operating_kpis.build_peer_table (the same generic builder; check_kpi_surface_drift-covered). Reuses AirlinePeerTableResponse -- the peer envelope is industry-agnostic.
