Featured filers gallery for the 13F surface
Return the curated 13F featured-filers gallery as {filers: [...], total, source: "pg"|"empty"}.
Behavior:
- PG-populated: returns up to 6 active filers ordered by display_order ASC via pg_get_featured_filers(6). source = "pg"; total = len(filers).
- PG empty / unavailable: returns {filers: [], total: 0, source: "empty"} so the gallery row can render an empty-state.
No JSON fallback — featured filers are editorially curated; no pre-PR2 JSON file exists. The 13F surface's gallery card branches on body.filers.length === 0 for the empty-state.
