Billing Tier Endpoints

Return the canonical {path: min_tier} map for all tier-gated endpoints.

Built once at server startup by walking FastAPI route dependencies for the _ol_min_tier marker attached by require_min_tier / require_tier. Frontend uses this to skip fetches the user can't make (saves 402s).

Public: no auth required — the tier structure itself is public info (reflected in /pricing). Lists ONLY public API paths.
