Api Ai Retrieve Index

On-demand index a ticker's last N filings. Admin-only: triggers SEC HTTP fetches at 5s/request — anonymous access would let any caller exhaust our SEC rate-limit budget.

Uses Depends(require_admin) rather than an inline is_admin check so the tier-endpoints introspection registry recognizes the admin gate (Backend specialist review 2026-04-16 P1).
