Get Outbound Callback Stages

Get the outbound callback ladder for the customer.

A customer with no configured stages gets the code defaults (once a day for 2 days, then once a week for 3 weeks), so this never returns an empty list. The ladder is readable and editable regardless of callbacks_active — that switch only decides whether it runs.
