Push Post Install Warranty Run

Manually enqueue one post_install_warranty job to Pilot (NOSO operator only).

The dashboard "Push Run" action: a deliberate operator override that pushes a single job (bypassing the daily cron's readiness and auto-enqueue gates), then polls /post-install/push/{request_id} for the outcome. Manual dashboard pushes always add Pilot's retry_terminal flag so an already-finished job re-runs instead of being accepted by the API and then deduped by Pilot. The request body's force field is kept for older clients and audit visibility. Returns the deterministic request_id and an initial 'running' state. Restricted to the internal NOSO AI user (require_noso_ai_user) on top of the org being a manager org with the warranty-registration workflow enabled.
