Push Rebate Run Endpoint

Manually dispatch one spiff_rebate PO to Pilot production (NOSO operator only).

The dashboard "Push Run" action: pushes a single PO to Pilot's workflow queue, then polls /rebate-runs/push/{request_id} for the outcome. Defaults to a dry run. Restricted to the internal NOSO AI user on top of the org being a manager org with the rebate workflow enabled.
