Add Bid Observation
Append one operator observation note to the bid workflow's memory.
Notes are workflow-scoped (per org + takeoff_to_aspire_opportunities), not per-opportunity; source_run_id records which run it was left from. Pilot distills active notes into the standing memory injected into future runs.
