Get Rebate Runs

List the org's filed rebates, one row per CST submission.

A row is a group of Friedrich serials filed at a customer location under one CST (the serial ledger is the truth). Its PO column is multi-valued: the filing PO plus any later PO whose serials were already covered by that CST. A single PO can therefore appear in several rows (multi-location fan-out). Serials redeemed outside our filing show as a "no CST" row. Surfaces production runs only (business_workflow_version prod%), like warranty/permits. Orgs with the workflow disabled get an empty list rather than another org's.
