Get Purchase Order Runs
List the org's receive_purchase_order runs — one row per PO (claim).
Orgs with the purchase-order workflow disabled get an empty list. Only production runs surface (business_workflow_version like "prod%"), matching the live dashboard contract for other production operator workflows.
