Get Bid Runs

List the org's takeoff-to-Aspire bid runs, one row per Aspire opportunity.

A row is the winning run for one opportunity (a successful fill outranks a later failed re-test): the takeoff sheet's matched kits entered on the estimate plus the plant lines flagged for manual entry. Surfaces production runs only (business_workflow_version prod%), like warranty/permits. Orgs with the workflow disabled get an empty list rather than another org's.
