Update Authority Matrix

Replace the org's promise whitelist (see AuthorityMatrix).

Holds the onboarding-questionnaire answers: labor warranty, make-it-right, price hold, price match, priority scheduling, the discount prohibition, and rebates. An empty matrix means the agent makes zero binding promises.
